The Torres Cape Indigenous Council Alliance (TCICA) is a collaborative partnership of 16 councils and the Weipa Town Authority, representing the interests of local governing bodies across the Cape York, Torres Strait, Gulf and Palm Island regions. TCICA works closely with State and Federal Governments to advocate for place-based solutions that address the unique challenges and opportunities facing Indigenous and remote communities.
The Opportunity
Reporting directly to the Board, the Senior Executive Officer plays a pivotal role in shaping and delivering TCICA’s strategic, operational, and project plans to advance the organisation’s objectives. This role is an exciting opportunity for a dynamic leader who thrives in collaborate environment and is passionate about driving positive outcomes for Indigenous and remote communities.
Key Responsibilities
- Strategic Leadership:
- Drive the development, implementation, and evaluation of TCICA’s strategic and operational plans.
- Provide high-level advice and support to the Board to inform evidence-based decision-making.
- Advocate for TCICA’s priorities with member Councils, government agencies, Ministerial offices, and regional stakeholders.
- Project Management & Funding Acquittals:
- Lead the delivery of multiple projects, including appointing and managing consultants.
- Ensure compliance with funding agreements through timely and accurate grant acquittals and reporting.
- Engage with grant funders and partners to maintain strong relationships and secure ongoing funding.
- Stakeholder Engagement & Advocacy:
- Build and maintain productive relationships with member Councils, government bodies, research institutions, and regional organisations.
- Represent TCICA on steering committees, working groups, and network forums eg TNQ Drought Hub Steering Committee and Regional Collaboration Network.
- Communicate TCICA’s advocacy agenda effectively to diverse audiences.
- Financial & Administrative Oversight:
- Oversee TCICA’s financial management, including budgets, financial reports, and grant acquittals.
- Coordinate and manage TCICA meetings, ensuring all administrative tasks (such as agendas, briefings, minutes, venue logistics) are completed to a high standard.
The ideal candidate is a collaborative and influential leader with a demonstrated ability to engage diverse stakeholders, balance strategic priorities with practical implementation, and drive outcomes that benefit Indigenous communities.
Essential Skills & Attributes:
- Proven track record in strategic leadership and operational management within a membership-based or community-focused organisation.
- Strong project management skills, including the ability to appoint, manage, and direct external consultants.
- Expertise in grant management, including writing, reporting, and acquittals.
- Exceptional communication skills, with the ability to write persuasively and present complex ideas effectively to diverse audiences.
- Experience in research and evidence-based decision-making to inform advocacy and policy positions.
- Ability to develop and maintain strong relationships with government agencies, funding bodies, and community stakeholders.
Desirable Experience:
- Background in local government, with a deep understanding of Far North Queensland and the challenges faced by Indigenous and remote communities.
- Previous experience leading a similar regional or membership-based organisation.
Additional Requirements:
- C Class Driver’s Licence and proven confidence in driving 4WD vehicles in remote locations.
- Willingness and ability to travel to remote communities, including small plane travel as required.
- The ideal candidate will be an Indigenous person or have significant experience working with Indigenous communities.
